Dr. Jenkins received his Bachelor of Art degree in Studio Art and Political Science from Williams College in 1991. He then joined Teach for America and taught second and third grade in Baltimore City for several years. Impressed by the health needs of his students, Dr. Jenkins moved to Philadelphia where he completed a post-baccalaureate at Temple University and obtained a medical degree from the University of Pennsylvania, School of Medicine.   Dr. Jenkins then completed General Surgery residency and a Surgical Critical Care fellowship at Penn as well.  Following his clinical training, Dr. Jenkins served a Robert Wood Johnson Clinical Scholar at the University of Michigan where he earned a Master of Science in Health and Healthcare Research.
